The theory could be that some redundant types of stormtroopers were created by Expanded Universe writers and artists who weren’t checking each other’s works, or by the lack of a cohesive Lucasfilm story group (which now exists), or that Lucasfilm merchandising wanted to make so many different types of stormtroopers to sell as action figures to collectors.
But I prefer an in-universe explanation to the situation, and I think there’s a very simple one. With thousands of star systems under the Empire’s control, it’s impossible to think that everyone could keep track of the different types of armor needed for stormtroopers. Military requisitions must have been ridiculous, and the Empire was rife with corruption. I’m sure the military industrial complex in the galaxy far, far away was more than happy to make as many different types of armor as they could!
