This may be very far fetched but here is an idea of how the entire map plot might make sense after all:
When Thrawn vanished somebody noticed some sign of inter-galactic travel he heard of many moons ago. Thus the villains immediately know they have to prepare for intergalactic travel and start building the ring. They just don’t know where to go.
While already building the ring they start to investigate everything known about intergalactic travel. It takes them years without finding anything useful until they hear a rumor about a very ancient map that shows the only possible route to another galaxy starting at the location Thrawn vanished.
In some long forgotten book in an old library they finally learn about the location where that map must be hidden. Shortly afterwards Ahsoka appears and steals that information…
