The two events – Leia’ mercy mission to Wobani, and her first-ever encounter with Grand Moff Tarkin – are inextricably linked. They occur in Claudia Gray’s novel Leia: Princess of Alderaan, and involve no small bit of ingenuity on Leia’s part.
For her first humanitarian mission, she heads to Wobani to deliver food, water, and supplies, and she’s shocked at how bad the situation on Wobani is. Of course, she’s led a very privileged life, and reading about the galaxy’s hungry is no match for experiencing it firsthand.
She’s so affected that she wants to take some of them home as refugees, but the local Imperial commander tells her it’s against the rules. She can have up to 100 crewmembers on board the Tantive IV, though, so she “hires” enough Wobani folks to fill this ship. Which doesn’t sit well with that guy, Major Tedam.
Later on, when it’s the first day of the Apprentice Legislature, Tarkin’s the guest of honor at the event. Leia does the polite thing and introduces herself, and Tarkin reveals he knows all about Leia’s rule-bending incident.
